PISA 2025 asked Filipino students to apply what they know. It did not ask them to invent.

The Institute is choosing twelve schools for the Founding Cohort of the Likhaan Creatology Cooperation™, and inviting sponsors to adopt public schools that cannot pay.

Filipino 15-year-olds posted their best PISA results yet in September: reading rose 20 points, level with Jordan for the largest gain of any participant, in a year when the OECD average fell. The teachers and school leaders behind that result earned it.

But PISA 2025 measured whether students can apply what they have been taught. It did not measure whether they can make something new. The last time PISA asked that question, in 2022, Filipino students scored 14 out of 60 in creative thinking. Singapore scored 41. The Philippines placed among the lowest four of the 64 systems tested.

That is the question the Likhaan Creatology Cooperation™ was built to answer. Inventive capability is not a gift. It is not reserved for a few children in a few schools, and it does not wait on talent being discovered: a school can build it the way it builds literacy, with trained teachers, a method and time on task.

The lever is already in the classroom, and it is slipping.

The 2022 data hold one hopeful detail. Filipino students who described themselves as curious scored four to five points higher in creative thinking than those who did not, the largest such difference PISA found anywhere. PISA 2025 adds a warning: the OECD reports that Filipino students’ self-reported curiosity fell between 2022 and 2025. The lever is already in the classroom, and it is slipping. What is missing is a method that uses it.

How the Cooperation works

The Cooperation installs Creatology, the science of creativity and innovation, inside a school as a managed function: each partner school is admitted as an InventSchool™, and the work runs in three movements.

  • Install. The school’s own teachers earn CITTI certification, in Creativity, Inventive Thinking and Technological Innovation, and carry the method in their own classes. The capability stays after we leave.
  • Invent. Students work through InventSchool™ sprints, from finding a problem to building and testing a prototype.
  • Invest. The best inventions enter the Likhaan Venture Studio, where they are protected and, where the market supports it, commercialised. The school’s share of any returns is ring-fenced as a scholarship and endowment fund.

The terms are simple to hold us to. We promise deliverables in writing or the school stops paying.

Why the floor comes first

PISA 2025 also found that the Philippines was the only country where the reading gap between the most and least advantaged students widened. The wealthiest quarter gained 41 points. The poorest gained 15.

The Cooperation reaches schools on the wrong side of that gap through sponsorship: a foundation, company or agency can adopt a public school as an InventSchool™, paying for a place the school could not otherwise afford.

The Founding Cohort

Twelve schools will enter as the Founding Cohort for school year 2027–2028, chosen for readiness and fit. Each joins at one of three membership tiers, Associate, Partner or Venture Partner, and public schools can join through sponsorship. Applications close on 30 March 2027.

Here is what the end of a first year is designed to look like: a Grade 8 class presents working prototypes to parents and local employers. A science teacher who had never taught invention now runs a sprint in her own period. One student project is under review for the Venture Studio, and the school can show, with evidence, what its students made.

One more thing, said plainly. LICI’s measurement instruments are in active development and have no psychometric record yet. Whatever they become, the Cooperation reports each student’s growth as a profile for cultivation, never as a score that ranks one child against another.
